Is an electronic signature legal in Azerbaijan?
Short answer: Yes. The Law on Electronic Signature and Electronic Document (No. 602-IIQ of 9 March 2004) says an electronic signature cannot be deemed invalid merely because it is electronic or uncertified, but only an enhanced signature with a qualified certificate is equal to a handwritten signature.

Legal force of electronic signatures
Article 3.1 provides that an electronic signature cannot be considered invalid merely because it is in electronic form, has no certificate, or was created with non-certified tools.
Under Article 3.2, an enhanced signature created with certified tools and backed by a valid qualified certificate has the same legal force as a handwritten signature, except as otherwise provided by law. If the certificate states the signer's authority, it equals a handwritten signature with a seal (Article 3.3).
Electronic documents and exceptions
Electronic documents generally have the same legal force as paper documents, except where the law requires notarial certification or state registration.
Practical tips
Simple e-signatures can support commercial agreements, but for government services or where equivalence with a handwritten signature matters, use an enhanced signature with a qualified certificate issued in Azerbaijan.
